Не разговор. Вы команду покажите, которой "не удаётся". Обычно удаётся,
если только этот UID не занят. Если занят, _двоих_ пользователей с одним
UID делать не стоит.
Если вы этого пользователя ещё не эксплуатировали, проще удалить его
вместе с его $HOME и создать по новой с правильным UID.
Если вы всё-таки хотите именно поменять UID руками, не забудьте вернуть
этому пользователю его $HOME и все файлы в нём, его почтовый ящик в
/var/mail и его ~/tmp в /tmp/.private (в смысле, chown(1))i, а также
его учётную запись в /etc/tcb (см. tcb(5)).
