Даже не скажу (и не уверен что это нужно, у меня экран с WDM-м гасится
иксами), но для отдельного пользователя я просто кидаю симлинк на
xscreensaver в ~/.xsession.d

Кстати, может сделать /etc/X11/xinit.d/xscreensaver ?
