1) Не все контроллеры SATA аппаратно поддерживают hotswap (в
частности, такой поддержки нет в Intel ICH5).
2) Даже при наличии аппаратной поддержки имеющиеся версии драйверов
для Linux не умеют её использовать (поддержка SATA hotplug в libata
сейчас находится в стадии разработки).
Более полная информация на http://linux-ata.org/ (учтите, что она
соответствует текущему состоянию разработки, которое по сравнению с
M2.4 ушло далеко вперёд).
При использовании отдельного контроллера, возможно, пройдёт обходной
вариант: выгрузить драйвер контроллера, сменить диск, снова загрузить
драйвер (в 2.6.x можно имитировать и отключение одного из нескольких
однотипных контроллеров через fakephp). Впрочем, для ядер 2.4.x даже
этого может быть недостаточно из-за неполной поддержки hotplug в
драйверах SCSI.
