Флеймогенная тема :) Лично я не вижу большого смысла выставлять utf-8
в качестве системной локали, поскольку большинство юникодовых
приложений, по сути дела, и так работают именно в ней. Т. е. им это
функциональности не прибавит, а вот другим-прочим может сильно осложнить
жизнь.
Другое дело, что в наших условиях имеет смысл выбирать utf-8 ради того,
чтобы избежать религиозной войны на тему koi8 vs. cp1251.
