Вот уж чего-чего, а таких ужасов давным давно не видел. Как такое
вообще возможно, учитывая, что ярлыки в KDE и GNOME по любому должны
быть в utf-8, и отображаются в юникоде же независимо от текущей
локали?

Шрифта какого-нибудь не хватает? XFree86-cyr_rfx-fonts-cp125
стоят?

Честное слово, не понимаю, чего с ней мучаться. Сколько
использую Linux, всегда настраивал себе эту локаль, и
проблем никаких не видывал с тех самых пор, как окончательно
вымерли некорректно русифицированные приложения под gtk1.
Кстати, перед Компактом у меня стояла FC4, в особой любви к
русским кодировкам уж тем более не замеченная.
