Эээ.... А что такое "dial-in web сервер"? И зачем мешать 2 в 1?!
Коммутируемый доступ - одно, web-сервер - другое. Настройте dial-up сервер
(cisco, getty + модем, portslave, etc), раздавайте "приватные" адреса, а
web-сервер (и все остальное) настраивается как обычно. Следует только
обратить внимание на настройку DNS.
