По лицензии на них, вообще понятие плагина имхо неуместно для Oracle, на самом
деле будет достаточно установленного Oracle Client ну и указание нужных
переменных в ENV. Кстати Instant Client тоже должен проканать.

Установите либы, и будет Вам поддержка... но я бы посоветовал Вам посмотреть в
сторону pgadmin3 несколько удобнее и более в тему, tora к сожалению давненько
не "обновлялась".
