Добрый день!
Взял из сизифа KDevelop 3.2.1. Пересобрал, установил. При создании нового
проекта во вкладке где предлагается выбрать систему контроля версий
отсутствует CVS. Что я недоставил?

Используйте SVN.

В 3.2.0 имелась складка Subversion. В 3.2.1 отсутствует.
