Этого недостаточно. Это лишь описание для потребителя.
Что мешает проверить вольтметром переменного тока?
И на входе, и на выходе.
И еще - в UPS аппаратный/программный выбор входного напряжения имеется?
Считает ли UPS ситуацию аварийной? Т.к. в приведенных Вами логах "ups.status:
OL" говорит о том, что UPS или "On Line", или "Over Load".

Для сведения: как правило, напряжение в "часы пик" (утром, вечером) в сети
ниже номинала из-за большого числа подключенных нагрузок (люди варят, жгут
свет, смотрят TV, и т.д.). Ночью напряжение, как правило, выше.
