Скажите, а есть ли утилиты, позволяющие задавать пароль и SECURITY LEVEL для
ATAPI (EIDE) дисков?

Нет, но есть средства добиться нужного эффекта другими способами.

Например?
BIOS? Если поддерживает. MHDD? Нужно грузить его.
И вообще, требуется под Linux.
