Может потому, что пускается из-под пользователя fetchmail, но это можно
проверить, запустив popsneaker через su. И насколько я помню, когда
писал статью, с popsneaker были проблемы. Приходилось брать версию
более старую. Может и Вам такое попробовать? Хотя, смотрю на сайт
разработчика и вижу только версию 0.6.3. В любом случае попробуйте su и
посмотрите заведётся или нет.
