В исходниках lazarus`а в районе tools/install/README описывается как
создавать fpcsrc из исходников своего (читать v2.0.0) fpc.
Возможно этот RPM не будет применим один к одному, но как база
для дальнейших работ может помочь.
Ещё советую посмотреть, чем же так сильно отличаются исходники для
fpcsrc*.src.rpm и fpc-*src.rpm. Вполне вероятно, что первое это
банальная переупаковка второго.
