Я тоже сталкивался с этой проблемой, но меня это не напрягало, а
сейчас решил разобраться.
/etc/resolv.conf:
nameserver 212.188.4.10
nameserver 195.34.32.116
/var/resolv/etc/resolv.conf
nameserver 10.0.0.2
Первый файл - это DNS провайдера.
Второй файл - это ADSL-модем.
При старте система получает IP и DNS от ADSL-модема по DHCP и адреса
DNS попадают в /etc/resolv.conf и /var/resolv/etc/resolv.conf. Потом
устанаваливаетcя туннель с провайдером и свежеполученные адреса DNS
попадают только в первый файл.
Бага rp-pppoe-client?
