У меня такая ситуация возникает на тяжелом мод_перл апаче, когда апач просто
не успевает освободить память от своих процессов. Я считаю, что лучше было бы
при перестарте проверять процессы апача, если есть - ждать определенное
время, а потом kill -9.
Как по мне - так это самый "правильный" вариант.
