Это принцип, заложенный в перевод документации для KDE. Исходный
docbook разбивается на фразы, каждая из которых заносится в
po-файл. Документ для конкретного языка собирается с
использованием этого po. Основное следствие - при изменении
исходного документа мы получим в документации актуальный абзац
на английском, а не устаревший - на русском.

Собственно для памяти переводов (строка -> строка) он как раз и

Просто перевод программ и перевод вообще развивался разными
путями...
