необходимые раскладки в ALM2.2, кажется, уже были (rua, ruan,
ru_group3).
Вот с winkeys хуже -- я не использую, разве что ru_group3 как
более модульная что-то позволит подрегулировать этим словом.
В крайнем случае Вы можете либо поправить раскладку
(/usr/X11R6/lib/X11/xkb/symbols/rua или лучше копия файла под
другим именем в том же каталоге), либо вытащить сборку XF86 4.3
для ALM2.2 из коллекции shrek@:

Соответственно если решите обновлять иксы -- лучше предварительно
прошерстить обсуждения тех времён (поискать "shrek Master22
xfree86"). А если обитаете в Украине -- точно проще достать
Master 2.4 и обновиться до него.
