в /usr/share/docs/util-vserver-0.30/intro.txt:
Building a virtual server
This is normally done using the command /usr/sbin/newvserver. This is
a text mode/graphical front-end allowing to setup the vserver runtime
and configure it. NEW
однако такого (/usr/sbin/newvserver) не наблюдается..
таки это особенность Альта или я подслеповат?

Нет со зреним у вас всё впоряке :) , его действительно нет.
Попробуйте так /usr/sbin/vserver server-name build
