Вообще говоря, потому что она может содержать валидатор.
Который текстовый редактор содержать вовсе не обязан.
Другое дело, что нормальные редакторы (а не mcedit) достаточно
внятно подсвечивают и lilo.conf, чтобы по крайней мере не
допустить грубых ошибок.
В общем, обычный себе tradeoff между универсальностью и
удобством.
