Нужен пакет rpm-build. Жалоба относится к /usr/bin/rpmbuild,
хотя это действительно до жути неочевидно (бага висит, пара
поползновений к правкам пока там и).
Пакет этот можно взять в Compact Contribs, а их в Вашем случае --
на ftp.linux.kiev.ua или lafox.net.
