Не совсем. Есть инструменты (и системы), откровенно
провоцирующие на свалку (слаквари всякие ;) и есть инструменты и
системы, помогающие поддерживать порядок и извлекающие из единицы
затраченного на это времени больше пользы для затрачивающего.
Как, скажем, rpm/dpkg плюс apt в, скажем, альте и дебиане. :)
