Почему именно там? Исходники ядра разворачиваются по rpm -bp, и уже в
RPM/BUILD появляется каталог с ними, где и надо делать menuconfig. И
вообще, в спеке oldconfig не упоминается? Тогда замените его на menuconfig и сделайте -bb.

Соответствующий архитектуре машины и опциям, установленным в спеке.
