Продемонстрируйте /etc/apt/sources.list - похоже, вы обновились
из Сизифа, поскольку в Compact нет mgetty :)
Попробуйте ещё
# apt-get install console-data console-tools

Установить ядро из Сизифа, дальше
На ядрах 2.4.26-alt мне удалось добиться работы
со следующим modules.conf:
alias tvtuner saa7134
options tvtuner card=35
options tda9887 secam=d
alias char-major-81 tvtuner
