Перекодировать, положим, можно из чего угодно во что угодно, если
отбрасывать неподдерживаемые символы.

Вот это возможно, но дело в том, что ISO-8859-1 -- это стандартная
базовая кодировка, с расчетом на которую в первую очередь пишется
большинство программ, так что я бы не стал исключать ситуации, при
которой приложению зачем-то понадобилось бы что-то перекодировать
именно в нее даже при совсем другой локали.
P.S. Поиск по гуглю на данное сообьщение об ошибке дает кучу
ссылок на архивы рассылок, из которых наиболее информативной мне
