Во времена ДОСа я четко видел разницу - программы - это отдельные файлы,
команды - встроены в command.com. Вспомните "Bad command or file name".
Но в досе шелл был один и сильнее интегрирован в ОС. Хотя в люб.случае
команды шелла != командам ОС.
