Это так в upstream проекта решили.

Со времен 2.1.15 до 2.1.18 немного поменялся порядок механизмой
по-умолчанию. Хоть и написано в документации, что при пустом значении
этого параметра или его отсуствии в конфиге перебираются все плагины,
прописать требуемый все-таки стоит. Во избежание и большего понимания
того, что же ты хочешь от системы и что она делает.
