В рамках т.н. "Новой Python-Policy" все эти вопросы так или иначе решены.
Вам нужно установить из __сизифа__ пакет rpm-build-python и прочитать документацию
в нем.
С вводом этой полиси вопросы относительно того, почему раньше было иначе, представляют,
скорее, исторический интерес: но, Compact, к сожалению, затронут ей не был.
Кстати, в настоящее время в сизифе все модули пересобраны для Python-2.3, а те модули,
которые полностью соответствуют полиси можно "легко и непринужденно" пересобрать
под любую версию питона самостоятельно.
