Решение оказалось на поверхности. Нужно сходить на
ftp://alpha.gnu.org/gnu/aspell/dict/ru/ и забрать словарь
Лебедева aspell6-ru-0.99f7-0.tar.bz2. Распаковать и сделать, как
обычно, то, что сказано в README. Проверка правописания и
восстановится.
(Для точности, у меня LANG=ru_RU.KOI8-R).
