Это команда установки пакета с необходимым модулем ядра. Вот
возможные команды:

1. Надо стать root
2. apt-cdrom add
(тут надо будет вставить компакт-диск с дистрибутивом)
3. apt-get install kernel-modules-pctel-std-up
а можно сделать для начала
rpm -qa | grep pctel
можен он уже установлен :)
Да, все команды вводятся в терминале (Меню->Терминалы->konsole).
Стать рутом (появится приглашение #) можно командой
su -
