in an rpm spec %files section.
Короче, ищет локали и создает их список (файл %name.lang).
Директива %files -f %name.lang говорит, что кроме нижеперечисленных
файлов, еще надо взять файлы, указанные в %name.lang.

Это остается от неудачных сборок. Когда сборка проходит нормально, он
удаляются. Так что удаляйте.
