Поставить ppp on demand (опция demand в /etc/ppp/options) и если
совсем захочется чего-то хитрого -- diald.
PS: если хочется еще хитрее (толпа народу) -- может иметь смысл
посмотреть на altcon/connectd. Может, и опакетить тогда...
