Мне кажется, у вас обоих компот из старого и нового
конфигурационного файла (две строчки лишние).
У меня так (и проблем со временем я не знаю ни летом ни зимой):
HWCLOCK_SET_AT_HALT=yes
HWCLOCK_ADJUST=false
ZONE="Europe/Moscow"
