Где лежат оракловые библиотеки?
Наверняка где-нибудь в /opt/oracle/app/..../lib/?
А разделяемая библиотека из состава perl-DBD-Oracle точно их находит?
Хинт: man ldd, man ld.so, в конце концов, поглядеть на /etc/ld.so.conf
