Перевод не зависит от дистрибутива. Если перевода нет - то его нет нигде.
Докручивание перевода для конкретного дистрибутива, без отправки перевода
разработчикам программы - идиотизм. Не думаю, что этим кто-то занимается.
Другое дело прописать шрифтики консоли, включить русские маны, снабдить
установшик русскими комментариями, и т.п., чтобы этого не нужно было делать
это самостоятельно... Вот это задача русских дистрибутивостроителей.
