ага, есть такое
по умолчанию права на каталог /var/lib/bind/zone
почему-то
drwx--x--- 2 root named 168 Mar 15 11:12 /var/lib/bind/zone
соответственно добавлять в него полученные зоны named не может
чтобы вторичный DNS мог записать зону первый раз,
надо дать права группе named на запись в каталог, т.е. сделать
chmod 770
либо вручную создать пустой файл зоны и дать права на запись в него,
потом дождаться зонного трансфера
