У Линукса два времени: аппаратное и системное... здесь как-то уже шла
дискуссия по поводу того, что при переходе, скажем на летнее время меняются
только системные параметры, и после перезагрузки имеем некоторый дискомфорт.
Системе надо сообщить что аппаратные часы установлены в местное время,
параметр UTC, если в гуевом интерфейсе, то как правило флажок ставится при
настройке часов. В консоле делал, но давно, попробуйте покопать в сторону
hwclock, может быть есть параметры там. Или в конфигах....
