насколько я помню, опция ppp auth влияет не на шифрование паролей,
а на требование к "той стороне" назвать себя.
windows не имеет привычки называть свое имя, т.е. в ppp нужно noauth
поставить. а шифрование уже согласовывать галочкой "шифрование" и
опциями chap*
