В Adobe photoshop есть интструменты: уровни и гистограмма
Есть ли в Gimp-e аналоги и если есть хоть что-то подобное,
то напишите кто знает.

Разумееться есть. Инструменты->Цвет->То что нужно и уровни и гистограммы
Если собираетесь рисовать в Gimp обратите внимание на сайт gimp.ru окажется
полезным
