Чем качали? По видимому вместо пакета Вы получили ссылку на пакет, вот
она и отмечена "!", что "битая" в данный момент, т.е. нет доступа к
файлу на который ссылается.
P.S. Если качаете при помощи nt, то в свойствах закачки на вкладке FTP
надо выбрать "закачивать ссылку как файл" (по моему). И аж потом
$ rpm --rebuild ms-fonts-ttf-1.0-alt7.src.rpm
