Я легко представляю. Зная кодировку локали, и зная кодировку
файла, можно перекодировать на лету. А то видим две разных
кодировки, свешиваем лапки и говорим: "Нам это в жизни не
перекодировать, лучше будем использовать символы <128".

Только потому что поддержка локали плохо проработана практически
во всех программам. Уж не знаю как живут все те, кто не
iso-8859-1.
