В строку инициализации модема добавь
ats0=n
где n - число звонков после которых нужно поднять трубку.
Если у тебя в строке инициализации вначале уе стоит at то можешь смело его 
опуститть, s0=0 - не отвечать на звонки, поведение по умолчанию для многих 
модемов при atz...
