В похожей ситуации я убрал все описание модемного порта
из файла
/etc/sysconfig/hwconf
Еще раз уточнил настройки kppp,
и после перезапуска kppp модем заработал.
В этой же директории можно задать для kudzu
режим "safe probe" -- без проверки посл. портов.
