названием типа INSTALL).

Естественно -- сами же привели содержимое каталога, где
там файл с таким именем? Поймите простую вещь --
./configure
make
make install
есть _типичная_ последовательность установки софта из
тарболлов, но не единственно возможная. Не надо гадать
на рунах или тыкаться вслепую -- читайте о порядке
установки в документации. В особо тяжёлых случаях её
нет -- тогда приходится читать содержимое Makefile etc.
