Знаете, проблема может быть проста до смешного. Посмотрите строку
инициализации модема в программе, которой звоните. Когда-то я
точно так же долбился (очень долго) только из-за того, что в
строке инициализации было "atz", а надо было "at&f1". Это
модемозависимое.
Конечно, может дело и не в этом.
