А в момент установки часов /usr/share/zoneinfo/Europe/Moscow
доступен? Обычно /etc/localtime это линк, и если /usr на
отдельном разделе, то получаем грабли.
Один из возможных рецептов:
1. sudo bash
2. cp /usr/share/zoneinfo/Europe/Moscow /etc/localtime
3. rm /etc/adjtime
4. hwclock --hctosys
5. service clock restart
