А чем отличаются эти порты? Другие USB-устройства на проблемном порту
работают?
Покажите все сообщения ядра, относящиеся к USB, и cat
/proc/interrupts; cat /proc/bus/usb/devices.

Подключение нового устройства было обнаружено, но установить его адрес
не удалось. -71 - EPROTO, какая-то странная ошибка. Обычно тут бывает
-110 - ETIMEDOUT, это бывает, когда по какой-то причине не проходят
прерывания от контроллера.
