У меня так:
$ ls -ld /var/lock/cvs
drwxrws--T 3 root cvs 4096 Авг 3 21:31 /var/lock/cvs
Следовательно, достаточно быть в группе cvs, чтобы это работало.
(в группы я себя обычно добавляю прямым редактированием /etc/group)
TЕсли не помогает, то
ls -ld /var/lock/cvs
ls -l /var/lock/cvs
id
сюда. (или на irc) :)
