Тут можно долго ходить вокруг да около, а ответ окажется самым простым.
И я не думаю, что выбор при установке только русского языка мог
на что-то повлиять: ведь пакета kde-i18n-en_US не существует, т. е.
все настройки должны быть туда зашиты намертво. Однако почему
бы не поэкспериментировать с другими локалями? Скажем, поставьте
kde-i18n-en_GB и попробуйте на него переключиться. Будет работать?
