Ну, может в altlinux ее засунули в другое место.
Собственно, если Вы даже не знаете, где ее искать,
то как можно с уверенностью утверждать что-то

Хотя, думаю, аналогичный текст Вы можете найти и у себя на диске.

А я потому и пишу, что пробовал неоднократно по всякому.
Вот моя конфигурация, 100% рабочая:
Option "XkbRules" "xfree86"
Option "XkbModel" "pc104"
Option "XkbLayout" "us,el,ru"
Option "XkbVariant" ",,winkeys"
Option "XkbOptions" "grp:lwin_toggle,grp_led:scroll,compose:menu"
Тоже, как видите, и win-клавиши, и menu задействованы.
А вот *Вы* попробуйте закомментировать строку с xkbvariant. Увидите,
что ничего не изменится.
