А потому что у человека, по-видимому, проблема именно с
приложениями из комплекта KDE. Сейчас проверил еще раз.
Система с локалью ru_RU.CP1251.
LANG=en_US kwrite -- интерфейс русский.
LC_MESSAGES=en_US kwrite -- интерфейс русский.
Но:
LANG=en_US lyx -- всё по-английски.
LC_MESSAGES=en_US lyx -- опять же всё по-английски!
lyx собран с qt, естественно.
