man xinetd (на русском, причем)
-stayalive Говорит xinetd оставаться запущенным, даже
если не задано никаких служб.
Действительно, через service xinetd start и /etc/init.d/xinetd не
запускается. А вот с этой опцией - да. От root'а в консоли
xinetd -stayalive
Проверить
service xinetd status
Далее, наверное, придется пошаMANить c xinetd.conf... ;-))
